So a faily new tweak called BlurredLockscreenArtwork does exactly what you think. This small tweak makes your album art blurry. (Stock lockscreen above).
It's easy to set this tweak up, just go to cydia, search for BlurredLockscreenArtwork and click on install. That's about it, no options to configure, just install and go.
This is what it looks like in action
As you can see it makes the background more blurry than it was before.
